How much staffing time can you dedicate to the server (Hours)?: anywhere from 3-5 hours it just depends  How will you deal with players who break the rules (75 words minimum)?: I would first see what they did to break a rule or rules then check logs to see what really happened if one of them were lying. The second thing I would do is tell them what they are being punished for what they did.
